New forecast output for CDIP buoy sites

The static 'Latest Summary' forecast plots for CDIP stations outside of California now include output for a second forecast model. In addition to forecasts from NCEP's GFS wave model, the plots now show forecasts derived from ECMWF's global WAM model. For a number of newer CDIP stations, ECMWF forecasts are available where there are no NCEP predictions; at some other sites, the ECMWF forecasts show improved accuracy.
